South Surrey and White Rock are the Fraser Valley's seaside presale market: condos here carry a benchmark of about $546,900 (July 2026), roughly 17% above the wider Fraser Valley apartment benchmark, there is no SkyTrain, and the buyers who do best are the ones who pay for what the area actually offers: low-rise ocean-adjacent living and a town centre that is still being planned.
The Market Snapshot: Firmer Than the Valley, Still Soft
Across the Fraser Valley, condo prices have slid for more than a year. South Surrey and White Rock have held up better than most, but they are not immune. Here is where the numbers sit.

The sales-to-active ratio is our own arithmetic (57 sales divided by 329 listings), and the two benchmarks are from different months, so treat the 17% premium as a direction, not a decimal. The point stands: this is a market that is firmer than the Valley average and still down on last year.
Why it matters: a buyer in a balanced, falling market should not be paying 2023 asking prices. Ask what comparable resale units in the same building area sold for before you sign anything.
No SkyTrain, But a Bus Rapid Transit Corridor Is Being Designed
South Surrey has no SkyTrain and none is funded. What exists on paper is a Bus Rapid Transit line along King George Boulevard, about 21 km one way from Surrey Centre to White Rock. In May 2026 Surrey council moved it into full design, and the City says that once funding is secured from all levels of government, TransLink estimates construction could be completed within three years. There is no funding commitment, start date or opening date yet.
Buyer-advocacy note: a sales centre may describe the BRT as if it were built. It is not. Price the unit as though the line never arrives, and treat any BRT-related uplift as a free option, not a promise.
Semiahmoo Town Centre: The Real Story
The area's long-term thesis is Semiahmoo Town Centre. Surrey council approved the Semiahmoo Town Centre Plan on January 31, 2022: a 136-hectare area between 16 Avenue and 24 Avenue, designed to guide growth over 30 years. On April 28, 2026, council unanimously gave third reading to bylaw amendments for three mixed-use towers at the Semiahmoo shopping centre site: two at 20 storeys and one at 12 storeys. Public hearings were not required because the applications fit the Official Community Plan and are more than 50% residential, under the province's Bill 44 rules. In July 2026 council also approved plan updates to align with the King George BRT.
What that means in plain terms: the density is coming, but slowly, and it is concentrated around one town centre. That is good for the long-term value of well-located, walkable units. It is also future supply, which can cap price growth near the centre.
Who this area suits
Owner-occupiers, downsizers and first-time buyers who want a quieter, coastal, family-oriented setting, and who are comfortable driving or taking the bus. Strong school catchments and White Rock beach access are the draw.
Who should be careful
Investors counting on fast rent growth or a quick assignment. Without SkyTrain, the renter pool is narrower than in Surrey City Centre, and a price near $550K puts you above the GST rental rebate cutoff.
Worked Example: Same $529,000 Condo, Two Very Different Tax Bills
Take a $529,000 one-bedroom in South Surrey, a price just under the area benchmark.

The first-time buyer GST rebate refunds 100% of the 5% federal GST on new homes up to $1M, phasing out at $1.5M, for agreements signed on or after May 27, 2025. The BC first-time buyer PTT exemption is full at a fair market value of $835,000 or less, and the newly built home exemption is full at $1.1M or less. The investor gets none of these, and at $529,000 is above the $450,000 cutoff for the GST rental rebate. Details are in our GST rental rebate guide. A $35,030 gap on one unit is why who you are matters as much as what you buy.
Do this: before you fall for a unit, ask for the all-in price including GST, the deposit schedule, and the developer's assignment terms in writing. Then compare it to two resale condos sold within the last 90 days in the same postal area.

Is South Surrey a good place to buy a presale in 2026? For an owner-occupier who values lifestyle and a quieter setting, yes, at the right price. For a fast-flip investor, no: the market is balanced, prices are down year over year, and there is no SkyTrain.
Is White Rock part of Surrey? No. White Rock is its own city; South Surrey is part of the City of Surrey. They share a real estate market, the Semiahmoo Peninsula.
Will the BRT raise prices? Nobody can say. It is in design with no confirmed funding or opening date, so do not pay for it today.
