How Many Presales Can an Investor Carry? The Debt-Ratio Ceiling (BC, 2026)

Your deposits don't set how many presales you can own; your debt ratios on completion day do. A worked $180K-income example shows how rent treatment decides it.

How many presales can you carry? It is not set by your deposits. It is set by the day each one completes: lenders re-run your debt ratios at the 44% total-debt limit, stress-tested at 2% above your contract rate, and how much of your rent they count can swing the answer from three units to one.
The Test Every Completing Unit Has to Pass
Deposits are the easy part. Each unit's mortgage is approved near completion, and every lender looks at your whole picture, including the presales that are still in the pipeline or already closed. Three numbers decide it:
Stress-test rate: the higher of 5.25% or your contract rate + 2%. At a 4.5% contract rate you are tested at 6.5%.
GDS (housing costs ÷ gross income): 39% maximum on insured files. It counts the mortgage at the stress rate, property tax, heat, and 50% of condo fees.
TDS (all debts ÷ gross income): 44% maximum on insured files. Many conventional lenders use similar limits, but policy varies, so confirm with your broker.
The renewal exemption Canada introduced in November 2024 does not help you here. It applies to existing mortgages at renewal, not to a new mortgage on a completing presale.
The Variable Nobody Mentions: How Your Rent Is Counted
Lenders do not count rent at 100%. Most apply a haircut or an "offset" to a share of expected rent, commonly somewhere between 50% and 80% depending on the lender and the file. The rest of the payment lands on your ratios. Two lenders can look at the same unit and the same rent and give you different answers, which is why the lender you pick for unit one matters for units two and three.
Worked Example: Two Presales on a $180,000 Income
This is an illustration, not a quote. Assume gross income of $180,000 ($15,000 a month), a primary home with qualifying housing costs of $2,800 a month, and two identical Fraser Valley presale condos at $560,000 each. Each has an 80% mortgage of $448,000, a 25-year amortization, a 4.5% contract rate (tested at 6.5%), property tax of $1,900 a year and strata fees of $400 a month. Expected rent is $2,400 per unit.

Now see what happens to total debt service depending on how the lender counts the $2,400 rent:

The trap: the same investor, the same two units and the same rent pass or fail based only on the lender's rent policy. A buyer who signs two presales assuming "my broker will sort it out" can have deposits already committed and reach completion day with no mortgage. Ask before you sign contract number two, not at completion.
Four Levers That Change Your Capacity
Stagger the completions
Two buildings finishing 18 months apart let the first unit's rent history, and any income growth, work for you on the second.
Pay down other debt
A $600 car payment is 4% of a $15,000 monthly income on the TDS ratio. Clear it before completion, not after.
Put more down
A 25% down payment on a $560K unit drops the mortgage to $420,000 and trims the stress-tested payment by about $190 a month.
Use a lender with a fair rent policy
Your broker should tell you each lender's rent treatment before you buy, in writing.
Why This Matters More in a Buyer's Market
The Fraser Valley apartment benchmark was $466,100 in August 2026, down 8.9% from a year earlier, and sellers are negotiating. The Bank of Canada held at 2.25% on September 2, so your rate is not the main constraint. Your ratios and the appraisal are. If a presale appraises below your contract price, the lender funds less and you cover the gap in cash; that risk stacks on top of every unit you hold. Do this before contract number two:
1. Get a mortgage pre-review for every unit you will hold at once, not just the next one.
2. Ask the lender how much of the rent they count and get it in writing.
3. Model the stress-tested payment at contract rate + 2%, not today's rate.
4. Keep a cash buffer for an appraisal shortfall on each unit.
5. Time the closings so they are not in the same quarter.
FAQ
Is there a legal limit on how many presales I can buy? No. The limit is your lender's debt-service ratios and your cash, not a rule in the Real Estate Development Marketing Act.
Do presale rents count before the building is finished? No. There is no rent until completion, so lenders use an estimate of market rent and apply their own haircut.
Does the stress test apply to investment properties? Yes, at the higher of 5.25% or your contract rate plus 2% for federally regulated lenders.

Your capacity is set on completion day, not on signing day. A developer's sales team has no reason to run this math for you because every extra unit is a sale.
